Munchausen Problem

The Munchausen Problem is a problem of a group that wants to agree on rules of conducts where there are no such rules. It is named so because according to the tales of Munchausen, he has lifted himself and his horse from the mad by pulling himself by his hair. setting deliberation conducting rules for a group without such rules may be hard, and usually, result in a recursive discussion on how to discuss. To solve such problem, the group usually have to adopt some rules form other groups (by inviting a facilitator to teach them such rules), or by the gradual development of such rules.
